Blue Ocean Management, founded in 2023, is led by an industry expert with over 10 years of experience in project management, construction, and repairs. In the past three years, he has personally overseen federal government building management contracts, managing startup phases, transition phases, routine operations and maintenance, task order management, ensuring adherence to the building management plan, collaborating with GSA and tenants, and handling contract negotiations, among other responsibilities.
Complementing this expertise is our co-founder, a CPA with 15+ years in multiple industries, strengthens our team with expertise in auditing, risk management, and financial reporting. Her background in operations, compliance, and financial audits enhances accountability and brings valuable process controls to our combined experience portfolio.

Blue Ocean Management, together with our participants (subcontractors and vendors), has all thesystems in place and resources at hand to formulate, implement and manage complete facilitiesmanagement programs. Blue Ocean Management Operations and Maintenance Division is led by Mr. Rafael Castro who coordinates and oversees all contract activities for the company's operation,maintenance, custodial, and grounds services. Mr. Castro has more than 10 year of proven leadershipexperience in the construction, repair, and maintenance arena with vast experience in Facility Management and Government Contract Management. He is particularly adept at transitioning maintenance and management services on large multi-story superstructures and multiple, occupiedfacilities. He has the full-time support of several vital and experienced frontline staff.

Employee performance and incentives revolve around employees being recognized for their skills in the field , customer satisfaction feedback, and management's reinforcement of quality workmanship. Company policy utilizes a team effort and requires input from all areas of operation. To allow its local managers to operate and manage contracts of the scope and magnitude of pending and resultant task orders efficiently and productively, Blue Ocean Management contract managers have all necessary levels of authority and immediate administrative and technical support from the office. Resources are available 24 hours per day, 7 days a week, 365 days per year. This enhances the company's ability to provide increased technical and administrative support and ensure effective working relations with various federal agencies.
